Update dependencies (v3.9)

Drop Python 3.6 and Update Dependencies to newest versions. For ST2 3.9.

@armab Hi I have problems using ./pants generate-lockfiles --resolve=st2 to update the pants file. There is no pants lockfile for orquesta, but I assume you're referring to the other PR in the st2 repository.

I'm not familiar too much with the pants builds and they're in beta for now. @cognifloyd can help investigating it, but I'd first look at the sufficient memory and CPU when doing the pants lockfile regeneration. Maybe there's a debugging mode to run pants too, - worth trying with that.
