updating freebayes to 1.3.8
There's a new version of freebayes!
I will update this to a PR when a version with the pre-built binary becomes available.
I ran into this error :

And due to the release and commit history, I think the authors also encountered this issue and are working on fixing it.

@erinyoung , I compiled libwfa2 but I got more and more errors during the freebayes compilation. Conda has a recipe for version 1.3.8. We can use mamba for this time if you want.
