Recognize partitioned tables as objects

I don't expect this to be merged, putting up for anyone who may find it useful.

• support for partitioned tables

• pin dev psycopg2==2.7.7 to still pass all tests

• add partitioned test

• changelog and version bump

• pin working MarkupSafe==1.1.1
