[Add] Loading shimmer/skeleton while new buttons get fetched

Details

On the main landing page, if we use the pagination on the below to go to different pages, there is a layout shift and it breaks the UX . A skeleton or loader or shimmer can be added to show the async nature which will go well with the design.
