Look into possibility of new footer

Previous footer didn't have to be on every page. However upon thinking about it there are some things that could be on every page. Two things that comes to mind is buttons for "Create request" and "Submit asset". Where the Submit asset should be greyed out with a tooltip of "Coming soon", hinting at #36.

Whilst we're at it we can add Donate button as to be more prominent.
