Moonrise is completely replacing the chunk system in a very invasive way : https://github.com/Tuinity/Moonrise/blob/mc/1.21.11/src/main/java/ca/spottedleaf/moonrise/mixin/chunk_system/GenerationChunkHolderMixin.java#L95. I don't think there is a way for us to be compatible with that. The best you can do is to ask the mod author for a config option to disable certain optimizations.
