Describe the bug

Hoppers are not sending items through if the are filled to the max. If the hopper has one less than 5 stacks of 64 then it will work and pass items through but if it gets filled to 5 stacks of 64 it stops passing items. I noticed this in my tree farm where I have a line of 4 hoppers filled with bonemeal from a chest and it is not filling the dispenser but if I take one out it will fill the dispenser but then break again once it fills back to 5 stacks of 64.
