DropItemEvent.Destruct is only called for blocks destroyed by explosions

Describe the bug

DropItemEvent.Destruct seems to only be called when blocks are destroyed by explosions. Based on the Javadoc, I assume it should also be called when player breaks blocks that drop items.

It is also not called for entities killed by the player or explosions.
