Describe the bug

The bug can be reproduced using the ScaledHealthTest testplugin.

Run the server and join. You have 10 hearts. /health max 30 -> you now have 15 hearts displayed. (correct) /health scale 30 -> you still have 15 hearts displayed. (correct) /health resetscale -> you now have 10 hearts. (incorrect, should still be 15)

When Keys.HEALTH_SCALE is removed, the health is supposed to be scaled to the max health (15 hearts).

There are other scenarios where I've set Keys.MAX_HEALTH to 30 and never touched Keys.HEALTH_SCALE and 10 hearts are displayed. I've not yet identified how to reproduce.
