Implement ServerWorld.restoreSnapshot(BlockSnapshot)

While there's cases where a BlockSnapshot can be restored by itself, ServerLocation hasn't been implemented properly to restore a snapshot (likewise ServerLevel needs to be able to restore one since a Snapshot can have an out of date reference to the level after some time).
