Start-up parameter to change plugins directory

In an environment where testing two distinct sets of plugins/mods with the same server, the global config would not be as elegant an option. Instead, it would be nice to have a startup parameter that changes the location of the plugins/mods folders.

I would like to keep this concentrated on the plugins directory, for now anyways. It might have been rather ambitious for me to include the mods folder, given I don't understand sponge/forge as much as other server software, so I wouldn't know if this was possible or not.
