You raise a valid point...but do you really want it to be possible for a mod to become impossible to install or configure as soon as its developer stops hosting...
The Spore ModAPI Launcher Kit supports GOG Spore, just not outdated versions of it. Support for pre-March 2017 patch (3.1.0.22) versions of Steam and GOG Spore was deprecated months ago....

Mind telling us what version of Spore you're using? That's kind of an important piece of information to have if anything is to be done about this...
So...update it.
