Allow module local version and hardcoded versions with version placeholders

Currently, versions from the dependencies plugin can only be used with root project's versions.properties file. It'd be nice to allow to explicitly state from the version constraint to pick the version from the module level versions.properties file, or to be able to specify a hardcoded version.
