Dependencies can be solved by the system and shall not be downloaded and compiled by every "CMakeLists.txt". You can make an option to optionally do it.
I know of the duplicate issues. However, I packaged the library for the [AUR](https://aur.archlinux.org/packages/fp16) and having no tagged version makes it difficult. You should really tag a version or else...
