[BUG] Weird behavior of specific keybinds

Describe the bug Keybind Ctrl+Meta entered in settings is saved as Meta+Ctrl and works only when pressed in that order. Same for opposite order: Meta+Ctrl entered in settings is saved as Ctrl+Meta and works only in that order. It feels weird that it's reversed and order-dependent.

To Reproduce Steps to reproduce the behavior:

set new keybind pressing Ctrl+Meta
see it saved as Meta+Ctrl
check how Ctrl+Meta does not work
repeat from start with Meta+Ctrl

System Info:

OS Version: Windows 10
Version: 6.11.0
Extra Client Mods and Plugins: no
Any other relevant info: it seems to be an issue of new keybinds (whatever they are) and didn't happen in previous versions
