Why does spynnaker_data_specification_writer do DelayExtensionMachineVertex last?

Does sorting the DelayExtensionMachineVertex at then end of graph_data_specification_writer still make sense?

I think it does in master, but I think it may change in the reduce_overhead_data_spec branch...
