Unable to create new OTU in Biological Associations[Bug]:

Steps to reproduce the bug

1. Find the OTU Syrphophagus aphidivorus
2. Go to Biological Associations
3. Attempt to enter the Primary Host Cacopsylla bidens
4. You are offered the choice of Cacopsylla picta only, it will not prompt for new OTU

This seems to be a recurring problem, sometimes but not others.  I can't figure out what triggers it, but this is an example.

Expected behavior

Normally, if a host OTU is not present in the database, TW prompts to ask if you wish to create a new one.
