[Bug]: TW Geospatial uncertainty adds too many sig-figs.

Steps to reproduce the bug

1.When I am adding a georeference in Comprehensive or New CE
2.And I use the "Draw Circle" in Leaflet
3. Then the uncertainty adds too much sig-figs.
