[Bug]: Geographic Areas: Fairfax Co., Virginia "default shape" incorrect

Steps to reproduce the bug

1.Data>Geographic Areas> Fairfax County, Virginia> default shape shows only the city limits of the city of Fairfax. 
2.Below the Default Shape map reads:GeographicItems (shape IDs): 27267, 27268> these two put together make up Fairfax County, however only the first shape ID (27267) seems to be showing up highlighted in Geographic Areas.
3. This was brought to my attention by Theodore (Ed's student). I'm not for certain but it seems something needs fixing here so the whole shape shows up on the map.
