[Bug]: Fairfax is suggested as a Geographic Area from verbatim coordinates, but is outside geographic area when using "create from verbatim"

Steps to reproduce the bug

1. I am in a CE, and I enter these coordinates in verbatim: 38.971389, -77.388611
2. The Edit CE task suggests "Fairfax County" (https://sfg.taxonworks.org/geographic_areas/28498)
3. I select that Geo area.
4. I create a Georeference from verbatim
5. That georeference is outside the Geo area. 

Possible this geo. area is for Fairfax metro area, not fairfax county.
