[Bug]: Browse OTU Navigation Fixes

Steps to reproduce the bug

1. When I am in Browse OTU
2. And I use the Navigation in the top right
3. And I expect to see the next name in the genus by alphabet.
4. But sometimes it "stops".
...
1. Also, when I go to the descendants of an OTU from the parent OTU page
2. Then there is no Navigation in the top right.

Expected behavior

I expect to be able to navigate within Browse OTU like I can in Browse Nomenclature (Previous, Next within the parent, etc ...)
