Matrix Group Attribute Description does not Convert to Tooltip Info When editing a Group

Description

We have a group type called "Ministry" and we added a group attribute type "Matrix". The "Description" in the group attribute usually become a tooltip info when editing the group attribute but just for this type matrix attribute, it does not.

Actual Behavior

No tooltip info for the matrix attribute

Expected Behavior

Regardless of what type of attribute is selected, the description added to the group attribute should convert into a tooltip info.
