shk/guards are spawned when they shouldn't be in some minetown variants

Particularly this happens with "Orcish Town" and "Ruined & Dangerous Town" Minetown variants. Both are supposed to have no living watchmen, and Orcish Town is supposed to have no shopkeepers at all, but occasionally you'll get one that spawns. In the case of Ruined & Dangerous Town this might lead to the creation of a shopkeeper with no actual shop to run.

Might be some sort of random revival of watchman/shopkeeper corpses? Rather inconsistent bug.
