[feature] Request: A Function That Can Be Called to Programmatically Change The Order of The List

I would like to suggest that a function be added that can be used to Programmatically change the order of a Sortable list.

It might take two simple parameters: a From index and a To index. An optional third parameter might indicate whether the move calls any of the callback functions or not.

Like a few others, I have been looking for a way to have "locked" rows in the list stay locked. Right now, for example, if you move another row above or even onto a locked row, the locked row moves down passively. The same things happens if you move a row that is above the locked row below it, the locked row moves up.

I was thinking I could use this function to change this behavior.

Or we could settle for manipulating things in the DOM somehow.
