support `CapacityProviderStrategy`

Hi, I appreciate you to create a useful tool. It helps me everytime!

I want to use the CapacityProviderStrategy parameter because we can use FARGATE_SPOT by it. It has a good effect for cost reduction. aws-sdk-go supports it after v.1.38.66.
