Add capability to import SQALE templates for each library within an Analyzer package which aggregates other packages.

I noticed that there was a branch (sam_dev) which contained an explanation of an unsupported feature that I wanted to leverage (adding SQALE templates into aggregating packages). I took the liberty to write it up, so i figured i'd share it. Hope it's useful. Let me know if there's anything you want done to tidy up.

RE Documentation changes from sam_dev: I'm the owner of that branch. The commit references SFSRAP-32, which was the original limited implementation of aggregate package support.

The commit itself looks like a final (non-code) README change that never quite passed through the PR process (#58).

As this was created a long time ago and SQALE doesn't exist anymore, we won't be able to process this. If the problem persists, the PR would need to be recreated.
