[Bug] [Tfvc] VS pops a dialog querying adding unbound file to bound solution

When setting up a new binding to a Tfvc bound project, VS pops up a dialogue querying the addition of a file outside the binding path:

There are actually two dialogues:

TODO - check the interaction with the modal dialogue during migration - ?VS dialogues are hidden behind modal dialogue?.

Note: this will not be fixed in the SLVS v7.0 release.

As mitigation, we'll add documentation and more information for Tfvc users on the first page of the wizard. See #4450, #4452
