Update code coverage library and remove the work-around for culture dependent api

Description

After https://github.com/microsoft/codecoverage/issues/63 is included in a code coverage release, we should update the library and remove the workaround from BinaryToXmlCoverageReportConverter.cs to handle this corner case.
