Precision Chamber stops working w/ speed upgrades

• Description: Precision chamber is painfully slow but as soon as I add even one speed upgrade it finishes current piece of cobblestone and then stops. Breaking and replacing, same thing happens.

how are you powering it? i know some machines do not start working unless their powerbuffer is 100% full (something that still needs fixing)

It's powered by a Redstone Extractor and power buffer is 100%.

Can you break it and read the NBT data using actually additions? Or look at it using the one probe or waila?

A solution seems to be to always use speed and energy upgrades in equal amounts.
