A clarification about the license

Hello! I'm currently developing a software that is free. I'm not sure whether that clarifies as a Personal Product, as in some sense you could interpret it as private use (i.e. you could use it without for personal use without distributing to other people).

Would my project, that is publicly free to download counts as a Personal Product?
