allow people to pass translations in resource options

Describe the problem feature solves right now to translate anything users have to change global locale settings which is not easy when you have resource options for different resources in separate files. I suggest adding locale to ResourceOptions where user could set "resource" namespaced translations. These translations will be further merged to AdminBroOptions.locale
