Specifying quality targets per technology

We work on a number of projects with a mix of technologies (C#, Fortran, Python, Ruby and other). It is currently possible in the sigrid.yaml file to specify specific target qualities per system property. It would be useful in mixed technology projects to be able to set these values per system property per technology.
