How to reproduce

1. Add Benchy model
2. Add a modifier cube and scale it to the model's size and a single layer height.
3. Set modifier to wall order Outer/Inner

Actual results

The first layer is printed with Outer/Inner wall order but the bottom surface now only has a single shell layer, infill starts from layer 2.

The first layer is printed with Outer/Inner wall order
