allow to use debugger inside docker

This allows to start a debugging session by running baasil like the following:

baasil run --socketClusterArgs="--inspect-workers=0.0.0.0:5858"

The 0.0.0.0 is important, because the default is 127.0.0.1, which would not allow the host to connect.
