[Issue] "air" ingredient matches any... unless both hands are occupied, or main hand has right click functionality

Issue description

The ingredient does not match in the following cases:

• both hands are occupied, regardless of the existence of right click functionality on either
• main hand is occupied with an item with right click functionality (such as an armor piece whose associated slot is empty, or a shield)

Otherwise, seems it matches and the recipe goes through.

Test recipe: the test used for the linked issue below No additional mods loaded.

I do notice that 1.19.2 had the same issue, but 1.20.1 does still use the empty ingredient in order to match
