Gas multiplier

Resolves: SNO-281

Added a base fee and tip multiplier. If either of these are specified the code will estimate these based on the default behavior in go-ethereum (See SNO-281 for more details) and then scale these estimates by the multiplier using GasFeeCap and GasTipCap as upper bounds for the fee and tip respectively.
