Share splitting by percentage does not seem to work

I have 3 pools in my confs. One for aeon with 100% shares and two for xmr. No matter what I input in the "share"-config variable, the hashrate for xmr seems to be always more or less split in half between the pools. Sometimes it seems to work for a while, but eventually it gets split to half.

Is the share splitting broken somehow or have I just somehow conf'ed it wrong. I have only 4 workers at the moment, could that matter in the case?

This can only split on full miners, it's not able to split partial miners, so low counts of miners can break this splitting.
