possible to remove foot patrols

i would like to do away with the random foot patrols but keep the air and land vehicle patrols going...? is that possible

all i had to do was turn off the static ai spawns... i still have air and land vehicle patrols :) i had the dynamic ai turned off but that wasnt enough i guess...
