Bug: tool change in 4-axis multi toolpath jobs

To Reproduce

Steps to reproduce the behavior:

1. Create a 4-axis cnc project in Luban
2. Create more than one toolpath with different tools
3. Export the job with the multiple toolpaths selected
4. Run the job
5. There is never any tool change, nor does Luban give a warning it isn't supported.

Exception or Error (optional)

• Ideally Luban should include necessary commands to allow tool changes in the generated gcode.
• At least it should give a warning/error that when you are exporting multiple toolpaths with different tools, it just isn't supported and won't work
