Load Condition: Load if Talent is NOT selected

Is your feature request related to a problem?

I think this would have the most impact on a druid, allowing us to automatically load a different form swap macro if we have Moonkin form talented. However with all the new talent choices, other classes might also have situations where they have a spell that they would use in one situation, but not in another if they had certain talents.

Describe the solution you'd like

Currently it is very easy to load a macro if a talent is taken, however you can not choose to not load another macro with the same binding if the talent is taken.

Describe alternatives you've considered

I've done this in a convoluted way, that doesn't actually do what I want in all cases, but is usable. My cat form swap macro includes load on a talent I would most likely take, however this would fail at lower levels without available talent points used or in builds that would not have those talents used.
