Touch event handling

Currently, the seat global does not handle touch events at all, this needs to be done.

This has not changed yet. We've been more focused on architecture work during the last weeks. I don't plan to focus on this just yet (my priority is #203 ), but in the meanwhile this issue could be a good starting issue if someone would want to start contributing to Smithay. I'm available to mentor anyone willing to give it a try.
