feat: allow handle virtual keyboard input by WM

Fix https://github.com/Smithay/smithay/issues/1440

This pr has something to do with WM.

Tested on https://github.com/YaLTeR/niri/pull/2246

Skip send key to IME when the virtual_keyboard is sent from IME like hyprland.

Very interested in this feature as it would allow me to use remote desktop tools (i.e. wayvnc) on niri
