missing mod3 support

I tried to follow what was done in https://github.com/Smithay/smithay/pull/1365, but wasn't able to get it to work. Did I miss something?

I'm not familiar with Wayland or Rust, but this change seems straightforward enough. Quite possibly it's because I have no idea what I'm doing with the compositor changes (which I won't include here) and this change is actually fine.

I figured out the issue (https://github.com/rust-x-bindings/xkbcommon-rs/issues/49). Will wait to see what happens with it.
