Workflow suggestion: Use labels to track issue progress

It would be advantageous to track progress of issues, knowing whether the issue has been triaged, assigned for resolution, resolved, etc. GitHub only really offers labels for this purpose. In the first instance, it would be good if an issue could be assigned to someone who is working on resolution. There have been a few occasions when I have started to resolve and issue and then someone else has committed a fix. We want to avoid diluting the scarce resource that is developers on this project by having several of them working on the same thing. Reduction in duplicated effort provides better efficiency and also reduces risk of someone becoming despondent or disappointed when their work is wasted.

I suggest that, if someone wants to work on an issue, they add a comment stating this and a Sming project admin then adds their name as an assignee. This also allows users to filter the issues to remind themselves what they are working on.

Other use of labels may be to distinguish between defects, improvements and request for info / help.
