Remove pre-installed apps permanently on stock ROM?

Hello, I want to remove some pre-installed apps such as Browser and Appstore completely and permanently on the stock ROM, I mean they can't come back even after doing a factory reset. Can your app do it with root access? I just knew that I can do it by installing custom ROM like Lineage OS, but with the stock ROM I am not sure.
