VeinMiner pickaxe applies fortune incorrectly to ores.

📍 Description

The Veinminer Pickaxe yields more than it should when enchanted, and different ores are mixed.

📑 Reproduction Steps

place in a 2x2x2 area, one lapis ore and 7 diamond ore. enchant the veinminer pickaxe with fortune 3 mine the lapis ore. the pickaxe then applies the extra items to the diamond ore. on average I received 3 stacks of diamonds on only 7 ore.

💡 Expected Behavior

i expected the pickaxe to respect the levels of fortune when mining different ores than what's hit. so with fortune 3, the max # of diamonds that can be dropped is 4 per ore.
