Cannot Examine Flavor Text of Ghost Role Characters

Reproduction: I was observing as a ghost and noticed that neither characters in the ghost café nor in the Syndicate could have their personally written Flavor Texts read. This should be easily replicated because one can observe as a ghost and try to examine characters that spawn in from the ghost café, or other ghost roles from the Spawners menu, to see if you can "Look Closer" or not. Characters who spawn onto the station normally can have their Flavor Texts read. Flavor Texts help give context to the story being observed.

Also, weirdly, some of the characters that CAN be examined, the button for their "exploitable info" is also visible as a ghost, which was not a thing before. It is clickable but the actual description cannot be read.
