Reproduction:

1. Get a bottle full of ANYTHING
2. Put it in a heater with any buffer
3. Try injecting the buffer
4. Watch it fail

This wasnt always the behavior. IT used to accept buffers at 100%. This is likely upstream, but I can't be assed to test it up there, so, yeah.
