Fixes #16196 - every single issue mentioned in it Fixes #15733 - this one was funny, it was meant to be gags but the .dmi had an icon with the same state as the .json's full_state, so not only is the helmet issue fixed but the colors/sprite too

Removes a few redundant lines, including a loadout item that's a duplicate of a different one and double-definitions Updates a missed item path or two
