allow `BonsoirEvent` to re-start again even after stopping it

Yes. Once after closing the BonsoirDiscovery or BonsoirBroadcast, we can't start it again. It throws You should not try to start a stopped action.

assert works in debug mode only. What happens in release mode ? does it work or not ?
